The refugees are...likely a problem that can be solved by working against the infection. By removing the necessity for the Bright Wall to exist, they can find homes in the surrounding areas safely.
And there will likely be less resource scarcity, as well.

The situation has changed little, unfortunately. The way they treat Monsters in Dorchact is appalling... and it's only superficially better here.
Removing the resource scarcity is certainly the primary end goal concerning that situation, but it's likely you're correct. Fixing the source of the Infection may indeed be our best option to right these wrongs.
